A BILL

To amend the Woodrow Wilson Memorial Bridge Authority Act of
1995 to provide advance contract authority for fiscal years
2004 through 2007, and for other purposes.

     Be it enacted by the Senate and House of
Representatives of the United States of America in Congress
assembled,

SECTION 1.  ADVANCE AUTHORIZATION OF CONTRACT AUTHORITY
          FOR THE WOODROW WILSON BRIDGE.

     (a) FEDERAL CONTRIBUTION.--Section 412(a)(1) of the
Woodrow Wilson Memorial Bridge Authority Act of 1995 (109
Stat. 627) is amended by--

     (1) striking "and" the first time it appears; and

     (2) adding ", and $150,000,000 for each of fiscal years
2004 through 2007" after "2003".

     (b) LIMITATION OF FEDERAL CONTRIBUTION.--Section 412 of
the Woodrow Wilson Memorial Bridge Authority Act of 1995
(109 Stat. 627) is amended by adding at the end the
following:

     "(d) LIMIT ON FEDERAL CONTRIBUTION.--The total amount
made available from the Highway Trust Fund under this
section shall not exceed $1,500,000,000.  Amounts from the
Highway Trust Fund for the Project in excess of
$1,500,000,000 shall be derived from amounts made available
to a Capital Region jurisdiction under title 23, United
States Code.".

SEC. 2.  AMENDMENT OF TRUST FUND CODE.

     Section 9503(c)(1) of title 26, United States Code,
relating to expenditures from the Highway Trust Fund, is
amended by--

     (1) inserting after "2003," the following: "(except for
expenditures provided for under subparagraph (F) below)";

     (2) striking the last sentence in its entirety; and

     (3) adding a new subparagraph (F) to read as follows:

     "(F) authorized to be paid out of the Highway Trust
Fund under the Woodrow Wilson Memorial Bridge Authority Act
of 1995 (109 Stat. 627).".
